Inter-Regional Cooperation on Pollution Prevention and Control

The 18th CPC Central Committee, at its third plenary session in 2013, decided to establish an inter-regional mechanism for comprehensive land and marine ecosystem protection and restoration and pollution prevention and control.

The amended Law on Environmental Protection, enacted in January 2015, stipulates that joint mechanisms across different administrative regions will be set up for unified planning, standards, and monitoring, prevention and control of pollution and ecological damage of the key regions and river basins.

The document on building a modern environmental governance system, issued in March 2020, also highlighted inter-regional and cross-river-basin cooperation on pollution prevention and control. This once again proves the importance of joint endeavors to environmental governance.

污染防治聯防聯控

2013年11月，中共十八屆三中全會《決定》提出，建立陸海統籌的生態系統保護修復和污染防治區域聯動機制。2015年1月施行的新修訂的《中華人民共和國環境保護法》，第一次以法律的形式明確規定，國家建立跨行政區域的重點區域、流域環境污染與生態破壞聯合防治協調機制，實行統一規劃、統一標準、統一監測、統一防治的措施。2020年3月，中共中央辦公廳、國務院辦公廳印發《關于構建現代環境治理體系的指導意見》，明確提出推動跨區域跨流域污染防治聯防聯控。中國將污染防治聯防聯控作為健全環境治理監管的重要方式，推動構建現代環境治理體系。
